Enabling Jordan’s First Private Mobile Healthcare Network
The Challenge
Jordan faces persistent gaps in healthcare access, particularly for homebound, remote and other underserved populations. While the sponsors’ digital platform connected patients with homecare providers, they sought to scale the model into a mobile healthcare network—deploying dialysis and multi-specialty mobile clinic vehicles across Amman, Irbid, and Zarqa. To attract investment and secure government approvals, the initiative required a bankable feasibility study addressing legal, market, operational, and financial viability.

Legal & Regulatory Assessment
Coordinated with a local Jordanian legal agency to review existing healthcare, import and vehicle licensing regulations, including the Public Health Law and Remote Health and Medical Care Regulation (2023). Supported the preparation of a regulatory database, identified gaps (such as the absence of licensing provisions material to for-profit mobile clinics), and worked with legal counsel to facilitate draft amendments and recommendations for updated regulations. Assisted in outlining corporate structuring options, including a private shareholding company with ordinary and special shares to balance governance and investor protections.
Market Assessment
Collaborated with an international market research partner to assess patient demographics, healthcare access gaps, and service demand across Jordan’s largest governates. The assessment projected utilization rates for mobile dialysis and primary care services, providing the quantitative foundation for service design and fleet planning.
Medical Service Delivery Operations
Evaluated the investors’ technology platform and its capabilities, highlighted operational gaps, and coordinated with the sponsor on requirements for a clinic management system (CMS) and future vendor selection. Prepared draft operating models for staffing, logistics, scheduling, and integration with national health systems, ensuring feasibility within regulatory and infrastructure constraints.
Financial Analysis & Financing Plan
Collaborated with an international financial advisory partner to build financial models projecting capital and operating costs, revenues, and payback scenarios. Recommended financing structures leveraging debt, equity, and potential export credit agency support. Shortlisted prospective funding sources and conducted initial outreach to gauge interest and alignment.
Implementation Plan
Produced a detailed roadmap covering licensing, procurement, financing, staffing, and phased rollout of the mobile fleet.
